RO: FLORESCU Constantin este Directorul Departamentului de Hidrotehnică din cadrul Facultății de Construcții din Timișoara, profesor doctor inginer, responsabil de cursul: Edilitare de la Facultatea de Arhitectură și Urbanism din Timișoara, anul V.
Principalele activități didactice se concentrează pe cursuri de Alimentări cu apă, Tratarea apei, Rețele edilitare, Edilitare. Este abilitat în domeniul ingineriei civile.
Este președintele comisiei de atestare verificatorilor de proiecte și experților tehnici în domeniul sisteme de alimentare cu apă și canalizare din domeniul MDLPA. Este verificator și expert tehnic în domeniul hidroedilitar la cerințele: B9, Is, D, Aa, B7, D7.
A participat la elaborarea a peste 400 de proiecte din domeniul hidroedilitar. Este autor la mai multe cărți și articole publicate în reviste de specialitate.
